Arizona lakes that allow off-leash dogs to swim

Question: I am looking to move back to the Tucson area. Are there any lakes, large or small, that would allow behaved dogs to swim off-leash? My oldest dog has hip displasia and loves to swim. Are there any lakes that allow dogs to be off-leash if under voice command (with similar rules in areas like Texas and Colorado)?

Answer:  I let my dog swim in the various lakes we visit.. I would think the urban lakes might have a problem with it, but I wouldn't let my dogs swim in them for fear of hooks (fishermen)trash and other issues
